Blind Brook Superintendent Gets Raise

Blind Brook School Board raises Superintendent William Stark's salary by $5,000.

The Blind Brook school board agreed to offer Superintendent William Stark a pay increase of $5,000, upping his annual salary to $255,920 at its regular meeting this past Monday. This does not include the $57,111 in benefts included in Stark's 2011-12, as reported by the New York State Education department.

According to the New York State Education Department, the Harrison Superintendent of Schools earns $280, 072; Mamaroneck pays its superintendent $255,000; Rye City pays $253,623.

Regarding Supt. Stark's $5,000 salary increase, it is based upon a contractual obligation to revisit the Superintendent's salary on an annual basis.  Like other collective bargaining and employment agreements we have been able to negotiate, Superintendent Stark's pay increase is determined on a merit basis, utilizing an extensive evaluative instrument/rubric. After reaching an overall performance rating, that rating is then converted to a predetermined, fixed sum merit based salary increase corresponding to the performance rating.

For budget purposes there is an allowance made for anticipated administrative salary increases.  While we don't know in advance how each administrator will fare in the evaluation process, on balance and taking them in aggregate, the budgeted amount generally serves as a reasonable estimate.

Kaplan also sent a copy of the 2009 Model Board of Education Evaluation of the Superintendent, a publication produced by the Council of School Superintendents, which is a 40-page workbook style pamphlet that includes questions for evaluation and offers Likert-format rating scales for evaluation by school board members.
