Troopers Charge Driver in Fatal Crash with DWI

State police have charged one of the drivers in Friday's fatal, two car crash in Rye with drunken driving.

Jose J. Ramirez, a 24-year-old Norwalk, CT resident, was behind the wheel of a 2013 Honda Accord traveling on Interstate 95, near the entrance ramp from Interstate 287 eastbound to I-95, at about 2:25 a.m. Feb. 28.

The vehicle was headed north when it hit a Ford pickup truck, belonging to the New York State Thruway Authority maintenance division, that was parked on the shoulder, police said. The truck rolled over as a result of the collision, and the Honda smashed into a concrete barrier before coming to rest.

Kelman Villa Santos, 24, the front seat passenger in the Honda, was pronounced dead at the scene, while a 22-year-old man sitting in the backseat was taken to Stamford Hospital for internal injuries.

The driver of the pickup truck suffered non-life-threatening injuries and was transported to Westchester Medical Center, according to authorities.

Officials charged Ramirez with driving while intoxicated. Police are continuing their probe and additional charges are pending.
