Code Red - Failure?

In the past, a Purchase Street closure would have resulted in a reverse 911 call to residents to let them know of the potential problems.  Either someone forgot to do the same with Code Red or the mess at the intersection of Theodore Fremd and Purchase was viewed as unimportant.
