Merchants, Shoppers Adjusting To Reusable Shopping Bag Ordinance [POLL]

To help out, Rye Patch gave out free Patch shopping totes on Purchase Street today.

Rye shoppers and merchants are still settling into the new reusable shopping bag ordinance that took effect last week. Instead of disposable plastic bags, merchants are now encouraging their customers to bring their own totes for purchases. To help out, Rye Patch gave away reusable shopping bags at Rye Country Store, 41 Purchase St., this morning. So far, merchants have given the new ordinance mixed reviews. Most support the idea of reducing the proliferation of disposable plastic bags, but think the transition will be difficult for customers. The new ban on plastic bags is a decidedly mixed bag for Rye merchants.

“Do you want a bag?” Aly Powers asked her customer at Arcade Bookseller on Purchase Street. “No thank you,” says her female customer who leaves the store with a smile. Adapting to the plastic bag ban that took effect in the City of Rye today has made “no difference” on their business as they have long used paper bags.  But Post Road Market is an entirely different kind of business and the new law is having an entirely different impact. Not having plastic bags is putting a wrinkle in the way owner Martha McGuire serves her customers.  “It’s never going to work well for us,” McGuire says as she sells lottery tickets and rings up lunch customers. “It’s a food issue, paper bags leak.” McGuire says health laws mandate use of plastic bags for …

[POLL] Cyclist Story Sparks Debate in Rye

Rye residents had a lot to say about the weekend cyclists who flout local traffic laws.

Gimbel's Ride, a 50 year old race route that passes through Rye streets every Saturday and Sunday morning, sparked considerable conversation among Rye Patch readers Monday morning. Rye resident Jim Amico was nearly clipped one Saturday morning by a pack fast-moving city slickers with little use for stop signs, traffic lights or pedestrians as they made their final rally of the nearly 36 mile route from Cross County Mall in Yonkers to the border of Rye and Mamaroneck. He wrote Rye Patch to draw attention to the potential safety problems the riders create for drivers and pedestrians. The route takes the riders down Westchester Ave, Highland Road, Theodore Fremd Ave, Purchase Street, Hammond Rd, North St, Old Post Road and Boston Post Road. …

[PHOTOS] Cyclists Take Over Rye Streets; Ignore Traffic Rules

Weekend cyclists are treating Rye streets like their personal velodrome: ignoring traffic rules, scaring pedestrians and drivers... What do you think?

Weekend cycling enthusiasts are turning Rye streets into their own version of a velodrome: they speed, hog lanes, tear through traffic lights and do whatever else they please. Every Saturday and Sunday morning as few as 20 and as many as 60 riders take over Rye streets as they finish "Gimbel's Race"- a more than 30 year-old outing that starts at Cross County Mall in Yonkers and ends, inconveniently enough, at the Rye/Mamaroneck border. The riders swarm together through town between 11 a.m. and noon blocking traffic on Theodore Fremd, Old Post Road and Boston Post Road. Budget Adopted for Rye Town Park; Expenditures Reduced, Revenue Expectations Up

The Rye Town Park commission adopted a 2012 budget earlier this week.

Rye Town Park adopted a balanced budget for the upcoming fiscal year at its Tuesday meeting. The Town of Rye will contribute an estimated $42,505 toward capital expenses and the City of Rye, $27,495. Rye Mayor Doug French said Wednesday that since the capital contribution is less than the amount the council allocated for Rye Town Park in the City of Rye's 2012 budget, there would be no need to reopen the matter. "The City allocates in its budget $75,000 to cover any operating loss or capital improvements at the park as part of our obligation with the park," said Mayor French. "Anything over and above that amount for capital, we would bring to the City Council."  The new budget figures are a modest increase from 2011 when estimated figures …

Rye City Marks 70th Anniversary; Swears in 3 Council Members

New Year's Day marked the 70th birthday of the City of Rye and the installation of new councilmember Laura Brett and incumbents Catherine Parker and Joe Sack.

If New Year’s Day weren’t an auspicious occasion on its own merit, the start of 2012 was also the seventieth anniversary of Rye’s incorporation as a city and the installation day for newcomer Laura Brett and incumbents Catherine Parker and Joe Sack to the city council.  After acknowledging the recent deaths of former Rye Mayor Mary Ann Ilse and Councilman Ed Collins, Mayor Doug French commended Brett, Parker and Sack for answering the call to public service.  “Few people raise their hand to serve,” noted French, “You should all be commended. BOL & County Exec at Odds Over Rye City Tiki Suit

The Board of Legislators said it will not approve County Executive Rob Astorino's request to sue the City of Rye over disputed property taxes from the Pier Restaurant and Tiki Bar.

And then there were three. Several weeks ago, the City of Rye moved to revoke the tax exempt status of several entities. Now County Executive Rob Astorino has threatened legal action against the municipality to block the move and the Board of Legislators has promised to thwart using litigation to settle the dispute. Rye City Assessor Noreen Whitty moved to revoke the property exemptions of three properties on public land including Seaside Johnnies and the Pier Restaurant and Tiki Bar. Wainwright House was spared and will retain its tax-exemption, but the push to collect property tax from Tiki Bar and Seaside Johnnies Restaurant continues to move forward. POLL: Should Rye Town Be Dissolved?

Local leaders, taxpayers and concerned citizens are weighing that question over a series of public meetings and studies.

A second hearing on the Rye Town dissolution study is scheduled for early next month, after residents and local leaders met last weekend for the first of a series of public meetings. Aside from the possibility of eliminating an extra layer of government, there are important questions to answer. Among them: in tough economic times, how can three municipalities make the best of things and share resources? The study is financed with state funds and contributions from Port Chester, Rye and Rye Brook. A state-funded website provides details on the study, including background documents, a schedule of meetings and a feedback form.

Rye Council Hopefuls to Talk Local Issues at Forum

The forum is scheduled for Oct. 18 and is sponsored by the Rye, Rye Brook and Port Chester League of Women Voters.

For Rye readers and anyone in Port Chester keeping an eye on what the neighbors are doing, next month presents an opportunity to quiz candidates running for Rye City Council. The forum is scheduled for Oct. 18 at 7:30 p.m. at Rye Middle School on Parsons Street. Following the format of similar forums sponsored by the local League of Women Voters, the event will be structured as a question-and-answer session, putting more emphasis on a direct dialogue with voters rather than a typical political debate.
