- Carvin was born in Port Chester, travelled to overseas for work and returned to Rye in 2002.
- He was elected as the supervisor in 2007.
- He works as a hedge fund manager with Altima Partners, New York City, and founded Building Community Bridges, a locally-based organization that aims to bring the various cultures and ethnicities of Port Chester together.
- He also founded a charitable organization named One World United and Virtuous in 2006.
- Carvin earned his undergraduate degree from Tulane University, M.B.A. from New York University and a M.P.A. from Harvard University's Kennedy School of Government.
